I think any "agency" asking for money should be avoided. If an agent will take you on without seeing you in something or knowing something about your work and how you come across in audition/interview then they cannot represent you properly. Has the agency seen you perform? A decent agent will take you on because they believe they will make money through the work you do. If you pay money to be on a website then the "agent" has really done all the work they need to do. i.e. they've convinced someone (the actor) to part with some money. This will probably be less effort ( and will provide a more certain income) than finding casting/audition opportunities. Many top flight agents do not have websites gving details of actors on their books ( though I'm not suggesting that there is anything wrong with agents who do, just that I wouldn't expect them to charge their clients for this web presence). These top agencies without websites still manage to promote their clients very effectively. Good agents will be very choosy about who they take on and will certainly limit the number of clients so that they can devote time to promoting each of them properly. If there are hundreds and hundreds of clients on an agent's books they cannot hope to represent them all as individuals. I do not have direct experience of the agency concerned, but I believe the above thoughts are worth considering when thinking of joining ANY angency.
